City Secretary Kisha R. Morris-Perkins
City Secretary Kisha Morris-Perkins served the City of DeSoto in numerous capacities for more than a decade. She started in 2007 as a Senior Customer Service Representative and was the first voice that DeSoto residents heard when they called the City’s Action Center for assistance. She was soon chosen to serve as DeSoto’s Public Records Coordinator while also serving as the Administrative Assistant to the City Secretary. Morris-Perkins was appointed by the Mayor and City Council as Interim City Secretary in 2012 and they formally named her to the post in 2013.
Before coming to DeSoto, Morris-Perkins spent more than 15 years in Federal law enforcement in both Massachusetts and California and worked briefly for Dallas County and the City of Lancaster. This diverse career and geographical background gave Morris-Perkins an outsider’s perspective that helped her to make the type of dramatic changes needed to move the City Secretary’s Office forward.
Morris-Perkins modernized her office and adopted the newest technologies and approaches needed to more effectively serve both DeSoto residents and City officials. She also coordinated a large-scale revamp of the City Council's Meeting Agenda and made the new process and public access to the supporting information paper-free and completely electronic.
Morris-Perkins receives ongoing training from the Texas Municipal Clerks Association where she had previously served as a two-term Secretary for their local chapter, The Yellow Rose. Additionally, Morris Perkins is licensed as a Texas Notary Public.
Even though she is a native of California, and has lived on both the East and West Coasts of the United States, Kisha Morris-Perkins has proudly called Texas her home since 2005. She is married and has a blended family of 4 children and 2 grandchildren. She enjoys attending and serving her church, volunteering with Meals-on-Wheels, online shopping, and spending time with her immediate and extended family and friends.
